Homeowners
The market value of your property is based on what it would be expected to sell for on the open market. When assessing value, a range of factors are considered, including:
- The size, type and condition of the property
- Garages, parking spaces and outbuildings
- The property's location and local amenities
- Any significant defects
- Recent improvements, such as extensions, loft conversions, refitted kitchens, bathrooms and other modernisation works
These factors help ensure the valuation reflects the characteristics of your property and current market conditions.
As part of the valuation process, comparable sales evidence is reviewed. This involves looking at similar properties that have sold recently in the local area and considering factors such as size, condition, location and features.
Using comparable sales helps ensure valuations are fair, evidence-based and reflect the current housing market.
If you would like an independent valuation, you can instruct your own RICS qualified surveyor. SNG will cover reasonable surveyor fees, provided the costs are agreed in advance. Your surveyor can also engage directly with SNG on your behalf regarding valuation matters.
A Home Loss Payment is a payment intended to recognise the disruption caused by having to move from your home. It is separate from the market value of your property and any other payments or assistance that may be available as part of the acquisition process.
Eligibility for a Home Loss Payment will depend on your individual circumstances and the basis on which your property is acquired. We will explain any payments that may be available to you and confirm your eligibility as part of the acquisition process.
You are free to choose the solicitor, mortgage advisor or surveyor you would like to use. SNG will cover reasonable professional fees associated with the sale of your property and the purchase of a replacement property, provided the costs are agreed with us in advance. This may include legal fees, disbursements, surveyor fees and, where applicable, mortgage advisor fees.
SNG will cover Stamp Duty Land Tax on a replacement property up to the value of your existing property, in accordance with the terms of the homeowner offer.
Every homeowner's circumstances are different. If you have an existing mortgage, we will work with you to understand your situation and help you to find independent advice. Reasonable mortgage redemption costs may be covered where your mortgage product cannot be transferred to your replacement property.
You are free to choose the home that's right for you. Many homeowners find their next property through estate agents, new build developers, online property websites or personal contacts. We'll be available to discuss your options and support you throughout the process.
Finding a new home can take time, and we understand this can be unsettling. We'll work closely with you throughout the process, keep in regular contact, and take your circumstances into account when discussing timescales. Our aim is to support you in finding a suitable home and to give you time to make informed decisions about your move.
Once the sale of your present home and the purchase of a new property have been agreed, solicitors have been instructed and the property chain has closed, conveyancing typically takes around 8 to 12 weeks for straightforward transactions. Transactions involving longer property chains or more complex circumstances may take longer. We will keep you informed throughout the process regarding the sale of your present home and provide updates on progress, next steps and any factors that may affect timescales.
A property chain exists when multiple buyers and sellers are linked together through connected property transactions. Everyone in the chain needs to be ready before contracts can be exchanged and completion dates agreed. If one transaction is delayed, this can affect the timing of other moves within the chain.
You'll have a dedicated point of contact who will support you throughout the process. They will help you understand your options, provide regular updates, answer your questions and work alongside solicitors and other professionals involved in the transaction. Our aim is to make sure you feel informed, supported and confident when making decisions about your future home.
SNG will reimburse reasonable costs directly associated with your move, subject to the terms of the homeowner offer. This may include removal expenses and other agreed costs incurred as a result of relocating.
Many homeowners choose to purchase a replacement property using a combination of equity from their current home, compensation payments (including home loss), savings and, where required, a mortgage.
We understand that purchasing a replacement property may not be possible for everyone using their existing equity alone. A range of housing options may be available depending on your circumstances, including shared equity, shared ownership or rented housing. We will discuss these options with you individually to help determine what may be most suitable.
Shared equity (a homebuying support offer) is a scheme designed to help resident homeowners who may not be able to afford a suitable replacement property using their own resources alone. Under this option, SNG may provide additional funding to help you purchase a replacement home.
You would use the proceeds from the sale of your current home, together with your Home Loss Payment, towards the purchase of a replacement property. SNG may then provide additional funding through a shared equity arrangement to help bridge any affordability gap. You would own your home and would not pay rent on SNG's share. When the property is sold in the future, SNG would receive an equivalent percentage share of the sale proceeds.
Shared equity (a homebuying support offer) is only available to resident homeowners and is subject to eligibility criteria and approval. Any replacement property must also be located within an area where SNG operates.
Shared ownership allows you to purchase a share of a property and pay rent on the remaining share retained by the housing provider. This option may be suitable if you wish to remain a homeowner but do not have enough equity or borrowing capacity to purchase a replacement property outright. Over time, you may have the opportunity to purchase additional shares and increase your ownership percentage, subject to the terms of the scheme.
We understand that continued homeownership may not be the right option for everyone. If you decide that renting would better suit your circumstances, you can explore private rented accommodation or seek advice on housing options through Basingstoke and Deane Borough Council. We'll be happy to discuss the options available and help you understand what support may be available to you.
Access to free independent financial advice can be arranged to help you understand your options and make informed decisions about your future housing arrangements. This advice is independent and intended to help you decide which option best meets your individual needs and circumstances.
We will work with you to understand any need for adaptations you may have and support you throughout the home search process. Our shared aim would be to find a replacement property that meets your needs from the outset.
Where adaptations may be needed, we may work with a professional, such as an occupational therapist, to help us fully understand your requirements and what changes to your new home could help. Any commitment to fund adaptations will depend on the nature of the works required, the suitability of the property, and whether the adaptations can reasonably and safely be carried out.
We will discuss your individual circumstances with you and work with relevant professionals to identify the most appropriate solution wherever possible.
If you have any outstanding service charge arrears or other housing-related debts owed to us at the time you move, these will be deducted from the payment you are entitled to receive for the sale of your property. We will discuss this with you in advance and provide a clear breakdown of any deductions so that you understand how they have been calculated.
Non-resident homeowners
If you rent your property out or have anyone living there, you will be responsible for ending the tenancy or other occupancy and obtaining vacant possession before completion. This must be done in accordance with the tenancy agreement and any legal obligations you have as a landlord or property owner.
The property will need to be vacant on completion and cleared of all furniture, belongings and rubbish. Ownership will transfer to SNG once the sale completes and vacant possession has been provided.
SNG does not have a responsibility to rehouse or compensate tenants living in privately owned properties. Tenants may wish to seek advice from Basingstoke and Deane Borough Council regarding their housing options. If you are planning to purchase a replacement investment property, you may wish to consider whether it could be suitable for your current tenant. This may help them secure alternative accommodation while providing you with a known and reliable tenant from the outset.
Yes. The non-resident homeowner offer applies to property owners whose main and principal home is elsewhere. This includes properties that are vacant as well as those which are rented out.
Tax circumstances differ from person to person. SNG cannot provide tax advice. We recommend that all non-resident homeowners seek independent financial or tax advice to understand any tax implications that may arise from the sale of their property and to explore the options available to them.
SNG customers (with an assured tenancy)
Basingstoke and Deane Borough Council has 100% nomination rights to SNG homes, so properties are allocated through the HomeBid system.
Using HomeBid gives customers the opportunity to express interest in the homes that best meet their needs and preferences. It also gives access to a wider range of properties offered by different registered housing providers across the borough, increasing the range of homes available to choose from.
When thinking about your next home, we’ll work with you to find something that’s the right size for your household. We’ll begin by assessing what size home you need in line with Basingstoke and Deane Borough Council’s Housing Allocations Policy which gives added choice to tenants impacted by regeneration. The policy document sets out what size and type of property each household will be able to bid for. Other Registered Providers may apply their own lettings policies and criteria to adverts for their properties.
We’ll work with the Housing Team at Basingstoke and Deane Borough Council to award Band 1 priority to customers who need to move as a result of regeneration.
Band 1 is the highest priority band available, and typically only around 1% of applicants on the housing register hold this priority at any one time. This gives you a strong chance of successfully bidding for a suitable home.
Homes are allocated through the Council’s HomeBid system, which allows you to express interest in properties that best meet your needs, giving you greater choice over where you move.
Band 1 priority will be awarded in phases. This helps to manage competition for available homes and ensures a fair balance between the needs of residents moving because of regeneration and other households on the housing register. Band 1 is normally awarded for a limited period (6 months), and applicants are expected to actively bid for suitable properties during this time.
SNG may be able to support you if you would like to move to a different area.
In locations where we own homes and the local authority does not hold 100% nomination rights to our vacancies, it may be possible for us to consider a direct match to a suitable SNG property, subject to availability and eligibility criteria.
If you’d like to move to an area where SNG does not have any properties, we can provide advice and support to help you explore your options and engage with the relevant local authority. Please be aware that most councils operate housing allocation policies that require applicants to have a local connection to the area, such as close family members living nearby, employment in the area, or a previous period of residence.
As the options available will depend on your individual circumstances and the area you wish to move to, we would encourage you to discuss this with your Rehousing Support Officer, who will be able to provide more tailored advice and guidance.
We’ll work with you to understand any need for adaptations or an accessible home you may have and will provide support throughout the rehousing process. We would, however, expect you to bid for and consider properties that are as suitable as possible for your needs from the outset.
Where adaptations are required, we may seek advice from an Occupational Therapist (OT) to help assess your needs and determine whether a property is suitable for adaptation. Any decision to fund or carry out adaptations will take account of the property's suitability, the nature of the works required and whether the adaptations can reasonably be installed.
We will discuss your individual circumstances with you and work with relevant professionals to identify the most appropriate housing solution.
If you don’t have access to the internet, then your rehousing support officer can help you to bid for suitable vacancies. This would be done with your agreement.
We will work with you to make sure you can access the rehousing process and make informed choices about the homes you are interested in, regardless of whether you are able to use online services independently.
We understand how important it can be to remain close to family, friends, schools, employment, and other support networks.
If you need to stay in a particular area because of caring responsibilities, support needs, schooling, employment, or other important circumstances, we'll take this into account when supporting you through the rehousing process.
There are often properties available to bid on in Buckskin and South Ham, although availability can vary. Your Rehousing Support Officer can discuss the areas where properties are becoming available and help you identify suitable opportunities through the Choice Based Lettings process.
You’ll be able to speak to your Rehousing Support Officer about your preferred areas and any location requirements you may have, so we can understand what is important to you and provide the right support.
If you are successful in bidding for an alternative home within one of the areas currently identified for further study, there is a possibility that your new home could be included within a future phase of regeneration.
At this stage, the masterplan is still being developed, and we are therefore unable to provide any certainty about which areas may be included in future regeneration proposals.
Should your new home become affected by a future redevelopment programme, you would be entitled to the support, assistance and compensation arrangements that apply at that time. This would include rehousing support to help you move again, along with any statutory and policy-based compensation payments for which you may be eligible.
We appreciate that this uncertainty may be concerning, and we will continue to share information with residents as plans develop and further decisions are made.
We know your tenancy and rent are important to you, and we’ll make sure you understand what stays the same and what may change.
If you remain with SNG as your landlord, you’ll be offered a new tenancy agreement that retains any preserved rights you have, and all other security and protections you have at the moment. However, the tenancy agreement will include our current, updated terms and conditions.
You will have a chance to read a sample tenancy agreement before signing, so you can review the updated terms and conditions.
If you bid on a home owned by another Registered Provider and are placed at the top of the shortlist, that housing association will assess your application in accordance with their own lettings policy and eligibility criteria.
Before making an offer, they will request a tenancy reference from SNG. It is therefore important that you continue to comply with the terms and conditions of your current tenancy agreement.
If your application is successful, please ensure that you are satisfied with the rent charges, tenancy conditions, and any other obligations associated with the property before signing for your new home.
