The former Camrose football ground has been derelict since 2019 and is in a poor state of repair. Sovereign Hill Partnership is bringing forward proposals to transform the site into a new neighbourhood of 99 affordable homes, helping to meet local housing need and create a place that benefits the wider community.
The site already had outline planning consent for new homes and a care home, granted to the previous owner following an appeal in 2022. However, the decision has since been made not to implement that earlier scheme. Instead, Sovereign Network Group is bringing forward a revised proposal that focuses on delivering 100% affordable housing, stronger placemaking and a better long-term outcome for the local area.
Over the past year, residents and local stakeholders have had opportunities to view the proposals, share feedback and help shape the plans. That feedback has helped strengthen the design and ensure the proposals better reflect local needs.
The project is now moving into its next stage, and a planning application was submitted in September 2026.
The Camrose Football Ground was formerly the home of Basingstoke Town Football Club. The site has been unused for several years and is now in poor condition.
The previous owner secured outline planning consent for a different scheme, but this is not being taken forward. Sovereign Network Group now owns the site and is progressing a revised planning application through the Sovereign Hill Partnership.
This creates an opportunity to deliver a new proposal focused entirely on affordable housing, while also improving how the site fits with the surrounding neighbourhood.
Sovereign Hill Partnership is proposing to redevelop the former Camrose football ground to provide around 100 affordable homes, including 54 homes for social rent and 45 homes for shared ownership.
The aim is to create a high-quality new neighbourhood that:
- provides much-needed affordable housing
- brings a long-derelict site back into positive use
- supports stronger placemaking and better design
- reflects feedback gathered through consultation
- contributes to the wider future of Buckskin and South Ham
- creates a place that feels welcoming, connected and part of the local community
Residents have already shared views through consultation events, online engagement and exhibition materials. Feedback has helped the team understand what matters locally and where the proposals could be strengthened. Several changes were made to the proposals, including:
The plans include more public open space, additional parking, and new one-bedroom maisonettes designed to help meet local housing need.
A planning application was submitted in September 2026.
- We’re now working with Basingstoke and Deane Borough Council (BDBC) to positively determine the planning application.
- Clearance of the existing structures at the former football ground will begin at the appropriate time.
- We hope to start construction on site in 2027, subject to planning.
